Hanoi, December 29, 2025 – A high-level institutional and strategic event was held today at the prestigious Nhà hát Hồ Gươm (Hồ Gươm Opera House) in the heart of Hanoi. CT Group, led by entrepreneur Trần Trọng Kính, presented the assessment of the first year of implementation of the “Triple Helix Model” in accordance with Resolution 57, along with the launch of two flagship projects aimed at shaping the economic and technological development of Vietnam and the ASEAN region.
One of the key moments of the event was the signing of a Memorandum of Understanding (MoU) between CT Group and the Italy–Vietnam Foundation, highlighting the strengthening of international cooperation in the industrial, scientific, and institutional fields.
The conference, entitled “Assessment of One Year of Triple Helix Model Implementation under Resolution 57 and Launch of Two Key Projects”, brought together government officials, business leaders, academics, and diplomats, reaffirming the importance of public–private–academic partnerships as a driver of innovation.
Two major projects were officially introduced:

UAY – ASEAN Super Headquarter Union: an integrated complex designed to become the leading administrative and decision-making hub for corporate activities in Southeast Asia.

The ASEAN’s Largest Low Altitude Economy Center (LAE): a pilot center focused on the development of the low-altitude economy, an emerging sector encompassing drones, urban air mobility, and advanced logistics services.
In his speech, Trần Trọng Kính emphasized that cooperation between enterprises, institutions, and research centers is essential to building a competitive national industrial ecosystem, capable of developing technologies fully designed and manufactured in Vietnam. He also highlighted Vietnam’s rapid progress in drone control systems, now ranked among the fastest globally.
Representing the Italy–Vietnam Foundation at the event was Andrea Dezi, member of the Studies and Research Committee.
